Arrows are placed in the middle third (Fess) of the Shield horizontally (Fessways))
Points to Sinister - (Means the Arrows point opposite of normal, to the viewers right (Sinister))
accompanied in chief by a Mullet of the same - (Means that in the top third of the
Shield (Chief) is a Golden ("of the same" = Gold) Star (Mullet) of 5 points (unspecified = 5 pointed Stars)

the Shield (Chief) is a Silver (Argent=Silver - 1st color) Crescent)
CREST (Helmet) INTERPRETATION:

the points of the Crescent - the orientation/attitude of the Arrow is vertical (by default))
on its tip a Mullet - (Means that a 5 pointed Star (mullet) is placed upon
the tip of of the Arrow (color wasn't deScribed, so it can be either Silver or Blue (the primary
Tinctures) - This Crest is then affixed by the Torse (together with the Mantling) to the Helmet,
which is drawn with closed Visor, or with no Visor nor
Grilles - the kind used by a "Bürgerliche" (Esquire/Commoner/Citizen))
Note that putting the Golden Arrows upon the Silver Shield half breaks the "Tincture Rule" of Heraldry
but it must be drawn exactly as deScribed (written) by the Scribe.
SYMBOLISM:
Arrow - (Martial readiness)
Crescent - (One who has been honored by the sovereign; hope of greater glory)
Star (Mullet) - (Divine quality from above; mark of cadency of the 3rd son)
