the escutcheon on the breast of the American eagle displayed proper, (Means the Shield will be placed on the breast of an American Eagle with Wings "outstretched" and colored, using all the colors & not just the "Heraldic" colors, as an American Eagle (Bald, not Golden) would be colored)

breaking through a cloud, proper, and surrounding thirteen stars, (Means the Golden Rays of the Sun (Glory) shining through a cloud -- colored as it would normally appear, and surrounding thirteen stars)
forming a constellation argent, on an azure field. (Means the Stars are White (Argent) and are upon a Blue (Azure) field)

SYMBOLISM:

The thirteen alternating pales represents the original states, The colors signify purity and innocence (white), hardiness and valor (red), and vigilance, perseverance and justice (blue). The olive branch and arrows represent the powers of war and peace. The constellation represents a new state taking its place among other sovereign powers. The eagle as sole supporter signifies that the United States "ought to rely on their own virtue."
